Good decision but later

That new talk about the spanish government and society situation. Rajoy is the president of the spanish government that at the moment is govern for the PP a right-wing party.
Rajoy, after a hundred of people  were without house because they didn't can payed the bills, agree the measures to stop evictions. But he arrived a little bit late because some people suicided before were without house. Then after a lot of strikes and demostrations the spanish society persuade the government to change this law, the hard evictions law. That law took off the house of a lot of people without job without a place where they live and gave they to live on the street where some people suicided like Amaia or Egana.   With the new law the people who can't pay the bills will have some time to find a job and without the pressure of the banks for the envictions.

This can mean for the spanish society " If don't die any person for the bad politic decisions the government doesn't  change any law although the rest of the people in that bad situation".
It can't continue like now.
The opinion of Rubalcaba, the Socialist party leader, is "No one should be without a home for not not being able to pay". This is a good argument. But Rajoy decision is late.
